ESTABLISH INFORMAL NETWORKS TO ENSURE ACCESS TO VICTIMS OF GENDER-BASED VIOLENCE IN MUNICIPALITIES IN THE NORTH OF MONTENEGRO
Non-governmental organization "IKRE" Rožaje, with the support of UNDP Gender Program Montenegro and UN Women and the financial assistance of the European Union, on December 1, 2021, started the implementation of the project: "Establishment of an informal network to ensure access to victims of gender-based violence in municipalities on north of Montenegro". The goal of the project is to provide support to women living with disabilities through strengthening their networking capacities and establishing their informal network and/or civil society organizations, in order to create systemic support for women with disabilities who are victims of gender violence in the northern municipalities of Montenegro.
In the organization of the NGO "IKRE" Rožaje and within the project "Establishment of an informal network to ensure access to victims of gender-based violence in municipalities in the north of Montenegro", which is implemented with the support of UNDP in Montenegro, a training was held yesterday for representatives of non-governmental organizations from the northern municipalities. Montenegro.
At the very beginning of the training, director Velida Hodžić sent a message about the necessity of connecting in the non-governmental sector, stressing that women and girls who suffer violence must not be alone and that each of them deserves a joint effort in terms of influencing the community and institutions.
The director also stressed that those who work in the non-governmental sector must be ready to be volunteers as well, as is often the case given that financial support from the state of Montenegro is absent, adding that the north is particularly discriminated against in this respect.
In the further duration of the training, models of joint cooperation and networking of non-governmental organizations were discussed, which, according to the opinion of each representative, is a necessary and realistic need in order to suppress and prevent violence against women and girls as a deviant phenomenon.
As a special pleasure, we highlight the presence at the training of a representative of the Center for the Roma Initiative, who spoke in detail about all forms of discrimination against members of the RAE population, violence against girls and women that is not prosecuted, arranged marriages and the system's lack of care to equalize this population in the process of dealing with competent institutions .
The representative of "UPOSI" Bijelo Polje said that women and girls with disabilities are especially discriminated against and limited on the basis of disability, with which, as she says, "they can still do everything they would do even if they didn't have that disability."
The present members of the non-governmental sector presented and offered the capacities they have within their organization, which would achieve a complex and efficient action through joint campaigns and projects.
During the training, the experiences and work methods of non-governmental organizations were exchanged, whose representatives confirmed the need for stronger support from local governments and from the state level.
EDUCATION AND ECONOMIC EMPOWERMENT OF VULNERABLE GROUPS OF WOMEN AND GIRLS IN MONTENEGRO - EKOS
The NGO Ikre Rožaje and the Impulse Association with the partner organization Zavod Krog from Slovenia started the implementation of the project "Education and economic empowerment of vulnerable groups of women and girls in Črnoj Gora - ЕОС".
This project is being implemented in the north of Montenegro, and through work on raising awareness and through training of different target groups, it will contribute to the empowerment of women / girls. The project will work on improving knowledge to prevent violence and provide active support for achieving economic independence.
A network of 10 NGOs will be established in the north of Montenegro in order to prevent violence and empower women / girls in the field of gender equality (EKOS network).
Also, the project will work on establishing cooperation with public institutions in order to commit to a more significant inclusion of this topic in local strategic plans. An online academy will be established that will deal with issues of gender equality, preventing violence and promoting the economic independence of women. 16 members from the EKOS network will be trained to provide counseling and assistance services to vulnerable groups. Through interactive workshops, trained members will advise vulnerable groups on gender equality. 20 women / girls from the village will be trained in the production of medicinal and aromatic plants in order to ensure their economic independence, and a business plan will be developed as well as promotional campaigns.
In addition to all of the above, a campaign aimed at drawing attention to the importance of raising awareness of gender equality and preventing violence in 5 cities in the north of Montenegro will also be implemented.
The project is financed by the Ministry of Foreign and European Affairs of the Republic of Slovenia as part of international development cooperation.

LAUNCHING OF THE INITIATIVE FOR THE ADOPTION OF POLICIES FOR THE FINANCIAL SUSTAINABILITY OF THE SERVICE FOR THE REHABILITATION AND REINTEGRATION OF WOMEN VICTIMS OF GENDER-BASED VIOLENCE IN THE MUNICIPALITY OF ROJAJE
The primary goal of the project "Launching the initiative for the adoption of policies for the financial sustainability of the service for the rehabilitation and reintegration of women victims of gender-based violence in the municipality of Rožaje", which the NGO "IKRE" Rožaje is implementing with the support of the Center for Women's Rights and which is financed by the Austrian Development Agency, is to ensure budget funds of local self-government, which would be aimed at the sustainability of services for the rehabilitation and reintegration of women and girls who are victims of violence. In this context, a meeting was held with Sumera Nokić, advisor for gender equality.
At the meeting, positions were agreed on the issue of launching an initiative to adopt policies for the financial sustainability of services for the rehabilitation and reintegration of women and girls victims of gender-based violence.
During the meeting, the need for the sustainability of the counseling center as currently the only available service in Rožaj and in the north of Montenegro, for which the NGO "IKRE" has had a license for years, was strongly confirmed. On this occasion, further steps that need to be taken in the direction of strengthening that service were defined in which women and girls victims of violence would continuously receive the necessary psychological, legal and social support in order to ensure the quality rehabilitation and reintegration of women and girls victims of violence.
The joint presentation also established the need for multisectoral cooperation and the urgency of creating a local action plan that would be the basis of further advocacy and which, among other things, would emphasize the idea of forming a shelter or crisis center for women and girls who are victims of violence.
Despite knowing that Rožaje is in an unenviable position in terms of financial resources and the fact that there are many systemic barriers, the NGO "IKRE" Rožaje team is determined to bring the problem of violence against women and girls to a level that would contribute to the prevention, protection and suppression of violence, sustainability existing capacities and the formation of others that would lead to better rehabilitation and reintegration of victims of violence, both at the local and state level.
MONITORING THE WORK OF PUBLIC INSTITUTIONS IN THE MUNICIPALITY OF ROŽAJE IN THE AREA OF PROVIDING SUPPORT SERVICES TO SURVIVORS OF GENDER-BASED VIOLENCE
NGO IKRE Rožaje had the pleasure of implementing the project "Monitoring the work of public institutions in the municipality of Rožaje in the area of providing support services and assistance to survivors of gender-based violence", which lasted from 01.09.2021, with the support of the Women's Rights Center. until 31.10.2021. years.
The main product of the project is a publication that is the result of research into the system of rehabilitation and integration of victims of gender-based violence in Rožaje.
The project was realized with the financial support of the Austrian Development Agency.

THE FIGHT AGAINST FAMILY VIOLENCE DURING THE DURATION OF THE COVID-19 PANDEMIC
Non-governmental organization "IKRE" Rožaje, in cooperation with partner organizations Safe Women's House, Montenegrin Women's Lobby, SOS Nikšić, Center for Roma Initiatives, SOS Ulcinj - Ulqinj, NGO "Ksena" Herceg Novi, implements the project "The fight against domestic violence in progress duration of the COVID 19 pandemic".
The project is implemented with the financial assistance of the European Union, through the project "Stopping violence against women in the Western Balkans and in Turkey: "Implementing the law, changing attitudes", which is implemented by the Office of the United Nations Development Program (UNDP) in Montenegro and the United Nations Agency for Empowerment women and gender equality (UN WOMEN).

STOP VIOLENCE AGAINST WOMEN IN THE MUNICIPALITY OF ROJAJE
On November 25, the International Day for the Elimination of Violence against Women is celebrated around the world.
NGO "IKRE" Rožaje, on the occasion of this date, strongly reminds of the obligation of the system to build a stronger strategy in order to respect and protect the rights of women and girls, which the state of Montenegro committed to by ratifying the Istanbul Convention. Starting from that, a woman must be aware that she stands on a strong legal platform from which she can loudly demand the protection of her rights and her personality. The fact that the system does not protect and react promptly enough is evidenced by the femicides that have occurred.
In addition, constant victimization through the questions "why did you wait", "why didn't you report earlier" and bringing the woman victim of violence into a situation of questioning speaks of the insufficient sensitivity of the responsible persons and their insufficient education.
The team of the NGO "IKRE" Rožaje appeals to the responsible institutions of the system to network more strongly with the non-governmental sector in the field of violence against women, so that through joint efforts there will be progress in the suppression and prevention of violence against women. In addition, as an important factor, we highlight the primary family of a woman victim of violence, whose support is necessary in solving each individual case.
And then the entire community, which must approach the problem of violence more openly and convey to the younger generations the awareness that violence is not a private matter, but that it concerns all of us.
